Police Say Derek Nixon Allegedly Attempted to Lure Young Children

Derek Nixon

October 29, 2008

LBReport.com

Calling information provided by the community "critical to the successful conclusion" of their investigation, Long Beach PD officials, joined by Mayor Bob Foster, announced the arrest of a Long Beach man who allegedly attempted to lure young children, and in one case, allegedly attempted a lewd or lascivious act on a child.

At a midday news conference at LBPD HQ attended by L.A. market media outlets, LBPD said that after it released home surveilance video of a suspect, Detectives received a tip on Oct. 24 from a citizen, responded to the City of Torrance and contacted, questioned and took into custody Derek Christopher Nixon, 26, of Long Beach.

"His vehicle, which matched the description of the suspect's vehicle, was impounded. A search warrant served at his Long Beach residence resulted in evidence being recovered," LBPD says in a release.

On Oct. 28, the L.A. County District Attorney's office filed one felony count of attempted lewd or lascivious acts and seven misdemeanor counts of annoying or molesting a child less than 18-years of age; the suspect is in L.A. County Jail with bail currently set at $240,000. The suspect is not a registered sex offender, LBPD says.

LBPD released home surveillance video and requested the public's help in ID'ing a suspect wanted in connection with four incidents involving the luring of children.

Asked how important the home surveillance video was, Sgt. Aaron Eaton of LBPD's Sex Crimes Detail told reporters that the home surveillance video was "a key" to their investigation because it showed a physical description, a hair style. There was more than one tipster, Sgt. Eaton indicated.

"During the incidents, the suspect made contact with unsupervised children, showed them pornographic material and attempted to persuade them into a nearby alley. When unsuccessful, the suspect drove away," LBPD said.

Sgt. Eaton said that in one incident (a felony count charged), the suspect "was able to lure a child away from an area where the child was playing, got her into a secluded area and then [allegedly] attempted to do harm to her."

LBPD says its Detectives have learned that an additional crime, believed connected to these incidents, occurred on August 11, 2008 in the area of 19th St. and Gale Ave.

Leslie Lynch arrested for alleged molestations

October 23, 2008

By Nate Poppino, Times-News writer

IDAHO -- A longtime Hagerman resident has been arrested and charged with molesting two young girls about 10 years ago, with more alleged victims possible, according to documents filed Tuesday in magistrate court in Gooding County.

Leslie Lynch, 69, has been charged with three counts of lewd and lascivious conduct with a child less than 16 years old, and one count of sexual abuse involving the same age group.

The lewd conduct charges each carry a maximum life sentence, while the sexual abuse charge has a maximum penalty of 25 years in prison. His arrest was the result of a joint investigation by the Gooding County sheriff's office and Hagerman police.

The charges stem from incidents in the summer of 1996 involving two girls, one 8 years old and her sister who was 11. Neither girl is related to Lynch, according to court documents. The Times-News does not publish the names of victims of sexual assault.

Lynch allegedly rubbed his body against the older girl's, had the younger one dance naked for him in his attic and had both girls touch his privates during a visit to a swimming hole near Hagerman.

The two victims mentioned in the charges may not be the only ones harmed, according to an affidavit filed by Gooding County Sheriff's Detective Gerlyn Walker. The document details alleged abuses to at least two more girls. All of the alleged victims said they were young and did not understand what was happening.

A third sister of the two mentioned in the charges said she recalled the abuse and was scared Lynch would stalk her if he found out where she now lives. A woman who alerted authorities to the possible abuse in 1996 said she herself was molested by Lynch in the late 1980s, and had another friend who hung out at Lynch's house. Both Walker and CARES, Children At Risk Evaluation Services, a child advocacy service, also interviewed a 6-year-old who said she was touched by and played a kissing game with Lynch earlier this summer.

None of the people Walker interviewed were able to identify photos of young children found during a search of Lynch's home in 1997. The pictures also seemed to be taken at the swimming hole, Walker wrote.

According to the affidavit, Lynch allegedly convinced the girls not to tell anyone about what he was doing by telling them he had killed someone once and buried them in a cement pit on his property. He allegedly offered them money several times, but then paid them less than promised or nothing at all.

It's not the first time Lynch has faced such charges. The county filed four charges of lewd conduct against him in 1997, but dismissed them before trial because their witnesses were too young to effectively testify, said Gooding County Sheriff Shaun Gough, the arresting officer on the first case.

The current charges are based around the same two girls, he said. And his deputies think they'll find more victims.

"We've been after him a long time," Gough said.

A quick search of state court records revealed several other cases involving Lynch. In 1998, he served six months' probation for accumulating junked vehicles on his property, violating a Hagerman city ordinance. In 2007, he was acquitted of a similar Gooding County charge. Also that year, the city again pressed charges over a zoning issue with Lynch's junkyard, but dismissed them when both sides reached an agreement.

Lynch is being held in the Gooding County Jail on a $500,000 bond. His preliminary hearing is scheduled for 9 a.m. on Oct. 30.

Two on sex offender list caught

October 23, 2008

Boston Globe

Two men on the state's list of Top 10 Most Wanted Sex Offenders have been captured recently, cutting the number down to five offenders still wanted since the list was compiled in August.

In the latest arrests, one suspect was captured in Mexico, and another turned himself in to the Probation Department at Suffolk Superior Court.

Jelani Baker, 28, wanted by Somerville authorities, was arrested on robbery charges in Mexico City, and authorities in that country realized he was wanted here on warrants of failure to register as a sex offender, carrying a dangerous weapon, possession of marijuana, and lewd conduct. He is being held in New Jersey and expected to return to Massachusetts soon to face charges.

Baker had previously been convicted of indecent assault and battery on a child and lewd and lascivious conduct and was classified as a Level 3, or high-risk, offender by the Sex Offender Registry Board.

Another Level 3 offender, William E. Harvey III, 43, surrendered to probation officials on Monday. Harvey has been convicted of raping a child and was wanted for violating his probation and refusing to register as a sex offender. He was ordered held on $500,000 cash bail by a Suffolk Superior Court judge.

Baker and Harvey are the fourth and fifth offenders on the Top 10 list to be captured recently. On Oct. 10, Eric Conalty was captured in Texas after he was tracked by the Massachusetts State Police Violent Fugitive Apprehension Unit. He was wanted on charges of committing unnatural acts with a child under 16 and failing to register as a sex offender.

Also on Oct. 10, Shayne Simpson, 48, turned himself in at Clinton District Court. He was wanted for violating conditions of his probation from a prior conviction of indecent assault and battery on a child under 14.

Jaime Feliciano held on child-molestation charges

By Sandy Louey, Sacramento Bee

October 10, 2008

Sacramento County sheriff's detectives arrested the former president of a state workers union local Wednesday on suspicion of eight counts of lewd and lascivious behavior with a minor. Jaime E. Feliciano, 49, has been in jail since his Sept. 9 arrest on suspicion of child pornography and violating probation as a sex offender.

Feliciano worked at the state Insurance Department as a research program specialist until his Sept. 10 resignation, according to Darrel Ng, Insurance Department spokesman. Feliciano resigned from his position as president of SEIU Local 1000 Labor Council 784 in a letter he wrote from jail, according to Jim Herron Zamora, spokesman for SEIU Local 1000.

The union represents employees at various state agencies, including the Department of Insurance, Department of General Services, the California Highway Patrol and Department of Social Services.

Feliciano was convicted in 1993 of a lewd or lascivious act with a child under the age of 14 years old, according to court records. The September arrest came after authorities received a tip from Reno police that Feliciano had inappropriate contact with a juvenile there.

That tip was followed up by the High Tech Crime Task Force, which is led by the Sheriff's Department. A compliance check of Feliciano's home found thousands of pornographic images of children on his computer, according to a press release from the Sheriff's Department.

Video of an unidentified child being molested was found on the computer. Task force investigators spent hundreds of hours completing a forensic examination of Feliciano's computer and were able to identify the child, who is now 9, according to the Sheriff's Department. The child and the child's mother were located and interviewed, leading to the eight counts on which Feliciano was booked.

Molestation cases on rise

By Tiffiny Woo, Eufaula Tribune

October 10, 2008

Barbour County deputies state that cases involving child molestation have increased significantly this year. Chief Deputy Eddie Ingram said the department investigated three cases of child molestation last year. So far, they have investigated 14 cases in 2008.

Ingram believes the increased number of cases is due partly because more people are reporting these crimes. "I think more people are coming forth now because of an increased confidence in the sheriff's department," says Ingram. "I've spoken to two victims who have said they felt more comfortable with us working the case. They know we will investigate it and do what we can to stop the abuse."

All of these cases reported have been for children under 16 years of age, with some victims being as young as 1 year old. "The sad thing is that a lot of these victims are being abused by (a close family member)," says Ingram.

Ingram says the sheriff's department now has an officer dedicated to criminal investigations. "Sgt. (David) Morris does a good job of getting on these cases," said Ingram. "It's an asset to the department to have someone with his experience on the team." Ingram adds any crime committed against a child is given high priority at the sheriff's department.

A rampant drug problem in the county could also be contributing to the increase in these abuse cases, adds Ingram. He expects to see more of these cases as the economy continues to falter. The BCSO has made four arrests on child molestation cases this year.

Tristan Kennith Parmer, 18, of 28 White Oak Church Road was arrested in August and charged with felony rape second degree. Joseph Thompson, 42, of 4080 Lot 38 on Hwy. 431, was arrested in May and charged with felony rape first degree. William Samuel Evans, 39, of 35 Summerhill Road in Eufaula was arrested in August on two separate counts of felony sexual abuse first degree. Jessie Lenard Kelley, 23, of 204 Cottonhill Road in Eufaula was arrested in August and charged with felony rape second degree.

"Unfortunately, there haven't been any bogus cases out of all the reports of molestation that we've received," said Ingram. Several cases are still under investigation.

Donald Nitchman faces 456 charges of child molestation

By LEIGH HORNBECK, Albany Times Union, NY

October 6, 2008

BALLSTON SPA -- A man who breeds thoroughbred race horses in the town of Saratoga has been charged with 456 charges of child molestation.

Donald Nitchman, 48, allegedly molested three boys, each of whom was 13 when the alleged abuse began. The alleged crimes occurred between August 2004 and June 2008.

Nitchman was indicted Monday on four counts of sexual act in the first degree; 77 counts of criminal sexual act in the second degree; 83 counts of criminal sexual act in the third degree; 144 felony counts of sexual misconduct, one count of sexual abuse in the third degree; three counts of unlawful imprisonment; and 144 counts of endangering the welfare of a child.

Saratoga County District Attorney James Murphy said Nitchman's alleged contact with the boys, now all in their late teens, came out when the first victim went to State Police in June. An investigation led to the other victims.

If convicted, Nitchman could be sentenced to more than 100 years in prison, Murphy said

"The enormity of the indictment is only paralleled by the effect the crimes had on the victims," Murphy said.

Nitchman, of 169 Haas Road, was arrested by State Police June 23. He is being held in the Saratoga County Jail without bail and will be arraigned before Judge Jerry Scarano at 9:30 a.m. Thursday. Nitchman is represented by Richard DeVall, who could not be reached for comment. The number at Nitchman's Haas Road property, Caladon Farm, has been disconnected.

Melissa McClendon, Pryor Daily Times, OK

Daniel Dale Allen, 33, Locust Grove was charged with two counts of lewd molestation, one count of rape by instrumentation, one count of sodomy and one count of enabling child sexual abuse. His arrest comes just one week after his wife Shawna was charged with five counts of lewd molestation and one count of enabling child sexual abuse.

Raith began an investigation and determined there were two potential victims. A search warrant was issued Wednesday, Sept. 24 on the Allen residence.

At that time, Raith said she conducted an interview with Shawna Allen. Raith said Shawna signed a Miranda waiver then confessed to the counts against her.

The couple’s four children were taken into emergency custody by the Department of Human Services.

Shawna had her initial court appearance Thursday, Sept. 25, where a $250,000 bond was set. She remains in the Mayes County jail. Her next court date is scheduled for Oct. 16.
